The Weapon Systems Division (WSD) within Defense Systems sector has an opportunity in Contract Operations Administration and is seeking an experienced and motivated **Contracts Manager of Operations** who will lead responsibilities for all contract operation functionalities across the division, involved with project management, planning, data analytics, reporting, interfacing with internal key stakeholders and involved in all aspects of contract operation performance; and is enthusiastic and innovative in implementing solutions to which will gain efficiencies to data, tools, and systems for WSD contracts operations. This role will be seated in Linthicum, MD will report directly to the Division Director of Contracts and Government Property, though candidate can be located in one of the respective business sites, Northridge, CA, Plymouth, MN, Rocket Center, WV, Elkton, MD, Linthicum, MD, or other business locations specific to the Weapon Systems Division campuses.
Roles and responsibilities of this position will encompass providing dedicated support across each of the WSD business portfolios as follows: the Advanced Weapons business unit based in Northridge, CA, the Armament Systems business unit based in Plymouth, MN, and the Missile Products business unit based in Rocket Center, WV, and Elkton, MD.
**Key Highlights of What You’ll Get to Do:**
+ Responsible for leading WSD Contracts Operations in the use of the Cost Point, 1ERP, Contract Management System (CMS) to include training and developing and improving tips/reports/data visualization to aid the Contracts and Government Property professionals in support of business execution.
+ Lead a team in developing and deploying data analytics to help drive compliance, timeliness, and inform business area decision-making.
+ Lead a team to generate reports and coordinate with other functional organizations and/or Sector to share data.
+ Work with team members to partner with the DS Sector Business Management team and cross-sector team to evaluate and make decisions on the contract set-up process CONOPS as the enterprise prepares for the S4 conversion
+ Deploy new tools capabilities as they become available from the Digital Transformation Office (DTO) – examples include optical character recognition and S4 or Cost point connectors to the Contract Management System (CMS)
+ Develop and oversee WSD Contracts dashboards (i.e., Tableau, PowerBI), and in bringing forward ideas and solutions to tool implementations to gain operational efficiencies to the contracts and government property organization.
+ Identify, develop, and recommend risk mitigation strategies to address complex issues
+ Using knowledge from relevant experience, providing leadership to the team to develop ways to improve data visibility to aid the Contracts and Government Property professionals in performing duties and to drive compliance.
+ Participate and perform an independent contracts assessment for proposal reviews (i.e., risk assessment for terms and conditions)
+ Interpret, execute, and recommend modifications to policy and procedures
+ Provide adequate resourcing and oversight to ensure the execution of the goals of the organization
+ Foster and maintain relationships with internal and external customers
+ Interface with executive management in reporting and presentations of data visualization capabilities.
+ Direct management, oversight, and career development of direct report professional team
+ Spearhead preparation and execution of daily programmatic activities requiring contractual independent assessment.
+ Lead preparation of program-related meetings, proposals, business plans, work statements and specifications, operating budgets, and financial terms/conditions of contracts
+ Conduct internal contracting activities to discuss cost, schedule, and technical performance.
+ Support and create routine status briefings for internal key stakeholders
Additionally, the Contracts Manager of Operations will act as the primary interface with internal customers and its business partners in conducting operation administration support such as audit, data reporting, data analytics, while operating across it geographic networks. The Contracts Manager of Operations will also facilitate the administration of contract closeout support and data administration of contracts in support of contract acquisition fulfillment in accordance with company policies, legal requirements, and customer specifications. Additionally, the Contracts Manager of Operations will examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. And, will lead its team in preparing bid quotations; processes specifications, progress, and other reports; and compile and analyze data; and maintain historical information.
Further, the Contract Manager of Operations will also include the processing of contractual documentation and reports, implement training requirements, advise management of contractual rights and obligations, compile and analyze data, and its maintenance of historical information. And, the Contracts Manager of Operations will lead its team to facilitate proper shipment, billing, and payment collection for deliveries. Preparation of weekly/monthly reports and maintenance of the contracts and accounting databases (i.e. Cost Point, SAP, OneSource, 1ERP, Microsoft Excel) will be required. Daily interaction with internal customer representatives is expected.
Candidates must be able to make sound decisions in a timely manner, display strong interpersonal skills, possess solid written and verbal communication skills, and have an agile perspective or compliance protocol mandated by regulated industry.

+ Bachelor's Degree and 8 years of stated experience or Master's Degree with 6years of relevant experience // In lieu of formal degree, High School Diploma or equivalent (GED) and at least 12 years of relevant experience
+ Proficiency in MS Office Suite, including Microsoft Word, Excel, and Outlook
+ Experienced in Cost Point, 1ERP SAP.
+ Demonstrated leadership, critical thinking and, innovative behaviors in past projects, roles, or experiences.
+ Willingness and ability to travel domestically up to 50% of the time
+ Ability to work in a fast-paced environment with proven time management and problem-solving skills.
**These Qualifications Would Be Nice to Have:**
Candidates with any of these desired skills will be given preferential consideration:
+ Active Secret clearance that has been adjudicated within the last 5 years.
+ Prior experience operating across geographically dispersed domains
+ Prior experience in project management, operations, earned value, contracts closeout, contracts systems and/or contracts services
+ Experience in administering various contract types (e.g. CPIF, CPIF, FFP, CPFF, etc.) of varying sizes
+ Knowledge of FAR/DFARS and associated Federal Contracting Regulations with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships
+ Proficiency in Tableau, PowerBi, Contract Management System (CMS), One Source
**Salary Range:** $119,800 - $179,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
