Summary This position serves as the Director, Sanitation Facilities Construction Branch (SFCB). The Director has total responsibility for the SFCB program to include planning, developing, executing, and evaluating a comprehensive water, sewage and solid waste construction program for tribes in the Tucson Area. This position reports to the Director, Division of Environmental Health and Engineering. Responsibilities This position is being re-advertised to solicit additional applications. Monitors the progress and financial status of engineering and construction projects assigned to subordinate engineers to assure adherence to timelines and funding constraints. Coordinates engineering program activities with the senior program managers, Area Contracting Officer, Grants Officer, Financial Management Officer, and Personnel Officer while accomplishing program goals. Implements, develops, reviews, and approves the designs, specifications, construction plans, and estimates relating to tribal water, community water fluoridation, wastewater and solid waste facilities for Indian homes, communities, municipalities, and Federal facilities. Provides direct administrative and technical first line supervision. Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S): In order to qualify for this position, you must meet the basic requirements (Education or Combination of Education and Experience) for a professional engineer. Education: Professional Engineering Degree. - The curriculum must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET, OR Degree must include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statistics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials (relating particle and aggregate structure to properties); and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- A professional knowledge of the theories, principles, practices and techniques of civil/environmental engineering required to plan, design and construct domestic water supply and waste disposal systems, as evidenced by possession of a valid Professional Engineer (P.E.) registration in any U.S State and a bachelor's degree or higher in Civil or Environmental Engineering. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirement for education. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in the education requirement above. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. In addition to the Basic and Licensure Requirements, you must also meet the Minimum Qualifications stated below: MINIMUM QUALIFICATIONS, GS-0819-13: Your resume must demonstrate at least (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Assessing American Indian engineering needs and establishing engineering priorities of an organization; Investigating, evaluating inspecting, and approving design and construction practices to promote increased efficiency and to determine compliance with plans and specifications to reduce construction costs. Provides consultation services in regards to environmental engineering and housing and community development. Preparing schedules for completion of work. The following registration or license has been determined to be essential for the position. Registration or licensure as a Professional Engineer (PE) by any state, the district of Columbia, Guam or Puerto Rico.
