Position Description
The Information Technology Manager is responsible for the comprehensive management and day-to-day operations of the City's Technology Department. This advanced professional role requires a highly skilled individual capable of leading all functional areas of municipal technology, including enterprise network administration, systems infrastructure, cybersecurity, end-user support, enterprise applications, software implementation, and vendor relations.
The ideal candidate will demonstrate deep expertise in enterprise-level network architecture, with a strong track record of managing secure, resilient, and high-performance wired and wireless environments. Responsibilities include installing, configuring, and troubleshooting complex network hardware and software-such as switches, routers, and firewalls-as well as continuously monitoring and optimizing network performance to ensure system continuity and responsiveness.
The Information Technology Manager will supervise departmental staff and contractors, ensuring effective service delivery, strategic alignment with organizational priorities, and operational excellence. The role is pivotal in driving modernization efforts, strengthening digital equity, and delivering secure, scalable, and forward-thinking technology solutions across the City of Tolleson.
When necessary, the Information Technology Manager may be required to represent the Technology Department in interdepartmental meetings, public forums, and organizational discussions to maintain continuity of operations and ensure timely communication. This aspect of the role demands strong technical expertise, sound judgment, and the ability to build collaborative relationships across departments. The successful candidate will demonstrate professionalism and leadership in representing the department while advancing the City's goals for secure, innovative, and community-centered technology solutions.
Qualifications
Bachelor's Degree and 5 years of progressively responsible experience related to area of assignment, of which 2 years include supervisory or lead experience; or an equivalent combination of directly related education and experience. Valid Arizona driver's license required.
Preferred Qualifications
The ideal candidate will have demonstrated leadership experience managing IT operations, projects, or technical teams, along with senior-level proficiency in enterprise network administration, infrastructure planning, and cybersecurity oversight. Experience working in a public sector or municipal government environment is highly desirable. The successful candidate will possess strong communication and collaboration skills and be comfortable working across departments and engaging with executive-level stakeholders. Preferred certifications include Cisco Certified Network Associate (CCNA) or Cisco Certified Network Professional (CCNP), and Microsoft Certified Systems Administrator (MCSA).
Physical Demands
Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Light: Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.
Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, blood and other bodily fluids, extreme temperatures, inadequate lighting, work space restrictions, intense noises, travel and environmental conditions such as disruptive people, imminent danger, and a threatening environment.
